Arms control is multi-dimensional and multidisciplinary field of study. There are several important aspects in the field of arms control policy in general, and in nuclear arms control specifically. First of all, science and technology. We have to understand what is a nuclear weapon, and what is required to develop and produce nuclear weapons. Military strategy, the use of military forces, namely nuclear weapons to achieve the government's and state's goals. Defense politics is connected to military strategy, but first of all connected to the security policy of a country. International relations create general context for Arms Control Policy and interaction with other countries in the sphere of nuclear arms control. Diplomacy is very important because through diplomatic negotiations, states develop agreements and treaties concerning nuclear arms control. And of course history is important. History created the background for future negotiations, and historical experience usually used directly for development of new treaties, new agreements and implementation of these agreements. To understand Russian nuclear arms control policy, we first need to revise our knowledge about the technical and scientific aspects about nuclear weapons. Then we can move to discussing military and strategic issues like the architecture of nuclear forces, and the requirements for effective deterrence. After that, we will discover the basic instruments and concepts of arms control as the tool of international security policy. Then we will look at different instruments, approaches, and mechanisms that are used in arms control diplomacy, and we will discover basic elements of nuclear arms control treaty. After that, we will talk about international regime, and basically about international arms control regimes. We will discover basic elements of these regimes, and we will look at some examples of international arms control regimes. Finally, we will talk about Russian-American bilateral nuclear arms control regime as an example of a sub regime that is included in the framework of global nuclear nonproliferation regime. And on the final stage of the course, we will look at different challenges to bilateral Russian-American nuclear arms control regime. We will talk about technological defense and political contexts, and the changes that occur in this context and the challenges that Russian-American arms control regime faces nowadays.
